In a collaborative effort between Huntington Beach City School District (HBCSD) and Huntington Beach Police Department (HBPD), we are pleased to introduce a bicycle and e-bicycle safety policy for middle school students. This new requirement includes a dedicated safety course for students in grades 6-8 who commute to school using bicycles or e-bicycles.

This joint program is a proactive approach to addressing safety concerns. It aims to enhance road safety awareness and ensure secure commutes by equipping young riders with essential skills and knowledge. This partnership between HBCSD and HBPD highlights a united commitment to foster a safer environment within the school vicinity and the surrounding community.

“As needed, the Superintendent or designee may periodically provide training or instruction to students on the safe use of bicycles, scooters, skateboards, and roller skates. Electric or motorized bicycles, scooters, or skateboards are prohibited on elementary school campuses.  Students in grades 6 through 8 will be required to participate in a bicycle training program to obtain a registration sticker that authorizes them to ride an electric or motorized bicycle to school, provided the bicycle meets the age requirements in accordance with CHP regulations.  Should students not comply with expectations, administrators may utilize progressive discipline, up to and including the revocation of electric bike privileges.  Any student who rides any such bicycle, scooter, skateboard, or roller skates at school shall wear a properly fitted and fastened bicycle helmet.”

The HBCSD bicycle/e-bicycle course and quiz for students in grades 6-8 who plan to ride their bicycle/e-bicycle to school should be completed before the first day of school: Thursday, September 3, 2024. This is for bicycle and e-bicycle riders. 

• Pending completion of the online bicycle/e-bicycle course and a passing score on the quiz, students will receive their bicycle registration sticker after school on the first day of school, September 4, 2024.  
• Sowers students who have completed the course may pick up their registration stickers outside of the front bike rack area after school on September 4, 2024. 
• Students must provide a signature to obtain their designated registration sticker (someone else may not pick it up on their behalf).
• Administration will maintain a database of students who have completed the course/received a passing score
• Progressive discipline (up to and including the revocation of bicycle/e-bicycle privileges) will be in effect after September 13, 2024, for any student who has not completed the course
• Please note a passing score of 21 must be achieved to certify completion of the bicycle/e-bicycle course

Requirement: Students throughout the school year who either plan to ride a bicycle/e-bike to school and/or plan to purchase a new bicycle/e-bicycle with the intent of riding it to school must complete the course/pass the quiz before riding their bicycle/e-bicycle to school.

2. Log in using your HBCSD account (not a personal email)
3. Select Enroll in Course on the right side of the page
4. To return to the course after enrolling, go to your Canvas account and log in using your HBCSD account.

With the start of the new school year, police departments tend to see bike thefts pick up around the schools. Electric bikes are becoming more popular and are a common target for bike thieves.  It is recommended that all bike owners register their bikes at the Project 529 Website.
