The Huntington Beach City School District (HBCSD) is pleased to announce Mr. Gary Stine as its new Assistant Superintendent of Administrative Services. With over 22 years of experience in educational administration, Mr. Stine brings a wealth of expertise to this role. He will oversee the District’s business services, which encompass budget development, facilities management, transportation, food services, payroll, and compliance, among other areas. Mr. Stine will also advise on negotiations and ensure District practices align with HBCSD’s goals for operational excellence and student success.
Most recently, Mr. Stine served as the Assistant Superintendent of Administrative Services for the Placentia-Yorba Linda Unified School District, where he coordinated districtwide budget functions and supervised departments essential to effective school operations, including fiscal services, maintenance, nutrition, payroll, technology, and transportation. Previously, he spent 18 years with the Orange County Department of Education as the Executive Director of Support Services. He led initiatives supporting business systems for 43 K-12, community college, and charter districts countywide, including oversight of Local Control and Accountability Plans (LCAP) and labor negotiations.
Mr. Stine began his career in public education as the Director of Information Technology for the Colton Joint Unified School District, where he advanced technology integration across educational services.

Mr. Stine holds a Master’s in Public Administration and a Bachelor’s in Computer Information Systems. He has completed the Chief Business Official certification from the California Association of School Business Officials (CASBO), a program dedicated to best practices for school business leaders across the state.

Mr. Stine will succeed Mrs. Jenny Delgado, who will retire at the end of the year and will officially begin his new role on January 2, 2025.
