Bus Storage Facility Update

The Board approved a purchase agreement for a potential permanent location for the Huntington Beach City School District (HBCSD) Bus Storage Facility on Palmdale Lane in Huntington Beach. According to legal counsel, the property is appropriately zoned for the District’s intended use as a transportation facility.

After consulting with legal counsel and working closely with architectural services, the District is confident that this property will be a suitable location for our transportation department once the City of Huntington Beach grants the appropriate approvals. The purchase agreement for the property is contingent on the District obtaining a Conditional Use Permit (CUP) from the City. 

The total purchase price for the property is $3,800,000, which will be paid from the Special Reserve Fund for Capital Projects (Fund 40) upon the successful completion of the escrow.

School Report | Smith Elementary School

Principal Mrs. Ashton and students Paisley, Savannah, Hailey, Solana, Jamie, and Parker showcased Smith Elementary’s Write From the Beginning and Beyond Thinking Maps.

The presentation highlighted lessons on narrative writing, demonstrating how Thinking Maps support students in organizing their ideas, improving structure, and enhancing their storytelling skills. Research-backed strategies were shared, emphasizing how color coding and visual organization help students at all grade levels—from kindergarteners crafting simple stories to fifth graders developing complex narratives with personal voice and style.

Students shared examples of their work, illustrating their growth in writing and critical thinking. The school’s commitment to Best First Instruction and LCAP Goal 1 was underscored, highlighting how strong writing instruction enhances overall student achievement in English Language Arts.

The 2024-2025 LCAP Mid-Year Report provided an update on key goals and initiatives aligned with student achievement, community engagement, school climate, and targeted student support.

The report highlighted:
  • Academic Progress: Growth in English Language Arts and Math proficiency, though targets are still in progress.
  • Student Support Initiatives: Increased intervention efforts for English Learners, Students with Disabilities, and other targeted groups.
  • Chronic Absenteeism & School Climate: Positive trends in reducing absenteeism and maintaining low suspension and expulsion rates.
  • Parent & Community Engagement: Increased family involvement, with ongoing efforts to strengthen decision-making participation.
  • Resource Allocation & Implementation: Updates on expenditures and the progress of funded initiatives, with most actions either in progress or completed.

The Board received an update on the Summer Heating, Ventilation, and Air Conditioning (HVAC) Project, aimed at improving learning environments across the district through phased upgrades.

  • Phase 2 (Summer 2026): Smith and Dwyer
  • Selection Process: After a competitive review, Construct One was selected as the general contractor to lead the project.
  • Proactive Planning: Due to market challenges, the District secured long-lead HVAC units early, ensuring projects remain on schedule.
  • Next Steps: With board approval, the project will move into preconstruction services and a fast-paced summer construction sprint before students return in August.
